Senator William Stachowski Successful In Restoring Funding

Senator William Stachowski was successful in restoring full or partial funding to many key western New York institutions from the original proposed 2009-2010 budget, including St. Joseph’s Hospital, Mercy Hospital and the NFTA.

“While much of the rhetoric being passed around the media or in automated phone calls to constituents is either misleading or completely false, there are success stories in this new budget and for my district in particular,” said Senator Stachowski.

The breakdown in funding and restoration to various programs is listed below:

SD 58 - Senator William Stachowski-Chair, Commerce, Economic Development, and Small Business Committee
• Transportation
o Restore $1.1 million to NFTA (Niagara Frontier Transportation Association)


• Education
o Restored $85 million in SUNY funding
o $1.5 million in additional school aid
o 9.84% increase in overall school aid


• Jobs
o $226,000 for Occupation Safety and Health training
o Almost $200,000 for Workforce training (Buffalo)
o $1,000,000 in Buffalo waterfront revitalization
o $300,000 for Niagara River Greenway


• Health
o Mercy Hospital-restore 69% in cuts; $1,210,757 of $1,761,507 cuts
o Sheehan Memorial Hospital-restore 38% in cuts; $440,459 of $1,144,097 cuts
o St Joseph’s Hospital-restore 85% of cuts; $685,600 of $803,670 cuts
o (NOT IN 58th District, but in BUFFALO) ECMC-Erie County Medical Center- restore all funding and provides $448,511 in NEW funding, contrasting with a proposed $2,583,381 cut- ADDITIONALLY- $5.2 million by increase in DSH cap by including this year’s cuts, and commitment to expediting CONs for projects with Kaleida
o (NOT IN SD-IN BUFFALO) Kaleida Health-restore 68% of cuts; $7,662,181 of $11,207,242 cuts- ADDITIONALLY- $318K from reclassification, HEAL funding for closure of Grace Manor, reconfiguration of Deaconess, and DeGraff right-sizing, along with DOH assistance with FHA-financing and commitment to expediting CONs for projects with Kaleida.


• Senior Issues
o $2 million for expanded In-home services for the elderly
o $2 million for Supplemental Nutrition Assistance Programs
o $1 million for community services for the elderly


• Public Safety
o SNUG Money – Gun safety - $4 million for select localities (Buffalo)
• Environment
o $1 million is provided for revitalization of the Buffalo Waterfront through the Environmental Protection Fund.
