Senator Bill Stachowski Supports Senate Blockage of HMO's Tier 4 Payment Plan

State Senator Bill Stachowski (D 58th District) today pledged to support the efforts of Senate Democrats to block the new "Tier 4" plan proposed by HMO's and insurance companies. If approved the plan would allow for the creation of another tier of co-payments above the three-tier system forcing consumers to pay even more for high priced medications. Most existing plans have a three-tier system consisting of a $5 payment for generic drugs, $10 for preferred brand and $25 or more for non-preferred brands.

"Adding a Tier 4 to the existing plans would not only be a threat to a consumer's pocketbook, but a threat to their life as well," stated Senator Stachowski. " If you cannot afford expensive co-pays up to $1,000 then you cannot get the medication you need to survive. Insurance is supposed to protect the consumer from unaffordable medical costs. An additional tier to the already existing co-pay plans means lifesaving drugs could be out of the reach of everyday families living in our community." An additional "Tier 4" plan would potentially affect people living with Multiple Sclerosis, Cancer, Anemia, HepatitisC and Rheumatoid Arthritis.

The Democratic Conference will introduce legislation that would require the Superintendent of Insurance to deny Tier 4 plans and facilitate fair access to needed high-cost medications.
